The Municipal Company of Housing and Land (EMVS Madrid) will introduce a new management model assigning a single company to the comprehensive maintenance of each development. This initiative aims to reduce response times for breakdowns and everyday issues.
Initially, the system will be applied to 24 new developments joining the municipal public housing stock from January 2027. A key innovation will be the establishment of an exclusive telephone hotline per building, allowing residents to directly report any incident.
Previously, services like technical maintenance, cleaning, elevator care, and gardening were handled by various companies. Under the new model, one provider will be responsible for all these aspects, simplifying tenant support and ensuring a faster, more coordinated response.
This change reflects the growth of EMVS Madrid's public housing portfolio, which has expanded its residential assets by 60% over the last seven years, adding over 3,650 affordable rental units. The increase in developments necessitated an adaptation of the management system.
EMVS Madrid will transition from direct incident management to overseeing and auditing the quality of service provided by the contracted companies. Its role will be to ensure adherence to required quality standards and proper execution of tasks.
According to the municipal company, this system will optimize resources, reduce administrative burden, and improve the service provided to families residing in municipal developments. The implementation will be progressive across the 24 planned new developments, aligning management with the growing housing stock.
