Community of Madrid Issues Over 6,700 VTC Permits After a Year of Testing

The regional government has held more than twenty examination sessions, with a 77% pass rate, to comply with the new regulations.

The Community of Madrid has issued over 6,700 Vehicle for Hire (VTC) permits, one year after initiating the mandatory training tests required by the regional regulation that came into force on January 12, 2024.

The Ministry of Housing, Transport and Infrastructure, through the General Directorate of Transport and Mobility, has organized more than twenty examination sessions to meet demand. In the last twelve months, over 5,700 individuals have registered, and approximately 77% of the presented candidates have successfully passed the tests.
The regional government, a pioneer in such initiatives to ensure safety and service quality, estimates that around 18,000 professionals will require this authorization. This permit will be essential to operate in the Community of Madrid starting from October 2026, after which VTC companies will only be able to hire drivers who possess this accreditation.
However, not all drivers are required to undergo these tests. Those who have been practicing this activity uninterruptedly for at least one year, or two years within the four preceding the decree's entry into force (January 12, 2024), are exempt. In fact, nearly 3,900 of the permits already issued have been granted based on prior accredited experience.
The General Directorate of Transport and Mobility currently has open registration for upcoming examination sessions, scheduled for April 21, 22, and 25. These tests have the capacity to accommodate over 2,150 aspirants, in addition to the two tests already conducted this week and the one scheduled for Saturday, April 11, at the Professor Raúl Vázquez Integrated Vocational Training Center.
The exam consists of 60 questions divided into four modules: knowledge of the Spanish language, use of navigation devices, itineraries and points of interest in the region, as well as first aid, accessibility, and public service. To aid preparation, interested parties can consult sample questions on the Community of Madrid's website. Upon passing this phase, a provisional VTC driver's permit is issued electronically, valid for five years, and must be renewed thereafter.
