Plan Vive Homes in Moralzarzal: Marketing to Begin in November

The Community of Madrid will open marketing for 80 affordable rental homes under the Plan Vive in Moralzarzal in November, with first deliveries anticipated in 2027.

The housing developments of the Plan Vive by the Community of Madrid in Moralzarzal will begin their marketing process next November. At that time, registration lists will open to access one of the 80 rental homes, which will feature 2 and 3 bedrooms. These homes are distributed across two developments: 20 homes named “Linarejos” and 60 named “Hachazuelas”. The first tenants are expected to move in during the first quarter of 2027.
This batch of homes, with the concession awarded to AVG Capital Management 12, S.A., will operate under the Protected Public Price Limited (VPPL) rental scheme. Usable floor areas will range between 56 and 84 square meters, translating to built areas from 65 to 98 square meters. Projected monthly rents will start at 783 euros for two-bedroom units and 1,052 euros for three-bedroom units. Each home will include at least one parking space and a storage room as inseparable annexes. Furthermore, the developments will achieve Breeam Very Good certification, with 4% of the homes adapted for individuals with reduced mobility.
The Plan Vive homes, part of the Recovery, Transformation, and Resilience Plan and financed by the European Union Next – Generation UE, offer affordable rent that will vary based on the development, unit type, and usable square footage. Additional costs such as community fees (limited to 18% of the monthly rent or as per concession agreements), property tax (IBI), and other municipal fees will be added to this rent.
The allocation of homes will follow the chronological order of registration, respecting established priorities. Requirements to access a Plan Vive home include being of legal age or emancipated minor, holding Spanish nationality or legal residency in Spain, intending to use the home as a primary and permanent residence, and not owning another property in Spain. Additionally, the annual income of the household must be between 1.5 and 7.5 times the IPREM, and the annual rent (including recoverable expenses) should not exceed 35% of the household's net income. Applicants must prove residency or place of work in the Community of Madrid at the time of application, with priority given to those with at least five years of residency and/or a place of work in the municipality of registration.
