The municipal platform Vecinos por Moralzarzal Participa! has announced that the Ombudsman's institution will investigate the complaint filed by the group, calling it a "hard blow" to the local Executive.
The resolution (File nº 26020959) initiates proceedings to demand explanations from the mayor, José María Moreno, for allegedly curtailing the opposition's constitutional oversight role.
From Vecinos por Moralzarzal, the City Council's actions are criticized, especially after recently boasting about a supposed transparency award. The independent group calls this situation an "authentic farce," denouncing that the Consistory "turns off spending control applications and places electronic locks on files."
The complaint outlines three avenues of information blockage that have persisted for nearly three years: the recurrent blocking of the electronic document manager GESTDOC under the excuse of "technical problems," the silence regarding requests for economic files, and the non-response to dozens of formally registered questions.
The investigation focuses on spending control, with key requests for the immediate delivery of all objections issued by the Municipal Intervention since July 2023. Vecinos por Moralzarzal warns that it will pursue all necessary institutional and judicial actions to restore "glass walls" to the City Council, asserting that public funds and data belong to the residents.
