The Governing Team of Moralzarzal has taken a significant step by presenting the 2027 Budget project to the opposition. This document includes a historic reduction in the Property Tax (IBI), setting it at the legal minimum of 0.40%, a 4.67% decrease from the current rate. This measure positions Moralzarzal as the municipality with the lowest fiscal pressure in the region and a benchmark in the Community of Madrid.
The budget project, with a total amount of 16,329,950 euros, is designed to continue improving the municipality and its public services. The accounts cover all municipal management areas, addressing all stages of life and forms of coexistence in the locality.
Key aspects of the budget include a reinforcement of social and service areas, with increased resources for essential departments such as Citizen Security, Education, Sports, Culture, and Seniors. It also prioritizes urban quality with significant improvements in Street Cleaning and waste collection, supported by a new contract in effect since June.
The budget project anticipates a 17.2% decrease in political staff expenses, an saving achieved through the mayor's decision to forgo a salary and the consolidation of the Sports and Culture departments under a single councilor.
The investment section highlights strategic actions such as the Asphalt Plan, allocated 550,000 euros for road improvements; an investment of 223,200 euros in parks and gardens for urban furniture renewal; and 220,000 euros for the education and climate control of educational buildings, boosted by a new project from the Community of Madrid.
Citizen Security will have a global budget of 2,049,640.61 euros, an increase of over 7%. Culture consolidates its importance with a growth of over 4%, reaching 1,234,047.97 euros and the highest per capita cultural investment index in the region. Sports receives a 12% boost, with 2,054,536.77 euros, to support the growth of sports activities and infrastructure modernization.
Street Cleaning will benefit from the new contract launched in June 2026, which has doubled the material and human resources. In Education, 760,656.99 euros will be allocated, a 12.5% increase, with significant growth in subsidies for AMPAS and public schools. The Seniors department increases its budget by 5%, to 291,542.83 euros.
Social Services notably strengthens its allocation, with 357,000 euros designated for the THAM, ensuring support for vulnerable families and groups. The Urban Planning and Public Works Department increases its budget to 1,205,725 euros for the maintenance of public spaces. The Parks and Gardens area will have 919,211.66 euros.
In Business, Employment, and Tourism, an allocation of 222,015.10 euros is designated, including a direct subsidy for UPEAM (Association of Entrepreneurs and Self-Employed of Moralzarzal), reaffirming the municipal commitment to the local business fabric.
