Collado Villalba: Three Years of Governance Reviewed, Focusing on Infrastructure and Finances

The Collado Villalba government team has presented a review of its three years in office, highlighting progress in infrastructure, financial cleanup, employment, and security.

The Collado Villalba City Council has reviewed its management over the past three years, a period marked, according to Mayor Mariola Vargas, by a focus on "residents' needs." The report covers key areas such as infrastructure investment, municipal financial improvement, job creation, enhanced security, and expanded cultural and sports offerings.
Vargas emphasized that during this time, "a cleaner city, the public accounts finally balanced, and economic development" have been achieved, calling these accomplishments the "legacy of the municipal government." The mayor stressed the teamwork involved in "improving the lives of the residents."
In terms of infrastructure, public investment exceeding 30 million euros was highlighted. These actions include road paving and improvement plans, modernization of sports facilities, reinforcement of green areas, and renovation of public buildings. Among the most significant projects are the expansion of the Pabellón Quique Blas, the Centro Deportivo Multipistas, and the renaturalization of the Río Guadarrama, the latter being in its final phase.
Regarding environmental matters, new facilities were inaugurated for waste collection and street cleaning services in the Polígono P-29, capable of housing over 70 vehicles and 140 employees, along with a local Punto Limpio (Waste Disposal Center). The combined investment for these environmental infrastructures amounted to 4.5 million euros.
Financial cleanup has been another strong point of the review. The mayor reported that the inherited debt has been reduced by 90%, from 120 to 12 million euros, including the outstanding debt from the Fire Rate (26 million). The average payment period to suppliers remains below 30 days, and significant tax bonuses have been implemented for the IVTM (Vehicle Tax), ICIO (Construction Tax), and IAE (Economic Activities Tax).
Aid for newborns has been introduced, offering a one-time payment of 350 euros per birth, adoption, or foster care placement, with an initial budget of 150,000 euros. Although the promise to lower the IBI (Property Tax) was not met, Vargas assured it would happen "as soon as the debt is resolved."
The municipality closed 2025 with an unemployment rate of 7.76%, a 14% decrease compared to January 2024. In the first three months of 2026, 1,520 new contracts were registered. The mayor described this reduction in unemployment as "historic" and highlighted the work of the municipal Employment Agency, which has facilitated 261 hirings in two years.
Soon, Collado Villalba will implement an employability improvement program for people with disabilities using Artificial Intelligence. Additionally, it will feature a new Community of Madrid Employment Office spanning over 1,700 square meters, which will consolidate regional services and the SEPE (Public Employment Service).
In security matters, the eviction of squatters from buildings on Calle Trinidad and Calle Real 13-15 was highlighted. 180 video surveillance cameras have been installed, the local police force has been expanded, and crime rates have decreased. Data from the Ministry of the Interior for 2025 show significant reductions in homicides, robberies, sexual offenses, and assaults.
The only increasing indicator is cybercrime, with a 13% rise, which has led to the creation of a specialized unit within the local police for its prevention.
Collado Villalba is consolidating its position as "a cultural and leisure hub for the region," according to Vargas. The Casa de Cultura (Cultural Center) offers over a hundred annual activities, the Carpa Malvaloca hosts more than 30 fairs, and the Senior and Women's areas offer hundreds of workshops. The Municipal School of Music and Dance maintains an extensive educational program.
"We have achieved that Collado Villalba becomes a strategic location for investment, an attractive place for creating new businesses and generating employment, a city with all services, a true benchmark in the region," concluded the mayor, reaffirming the commitment to the "general interest of our residents".
