The measure follows court rulings that exempt Real Madrid from direct liability regarding noise disturbances, shifting the burden to event organizers. The regional executive intends to establish a framework that allows events to be held under criteria of balance and moderation.
The regional president has defended the need to reconcile residents' rest with the activity of a venue considered key to the city's international projection. According to the administration, the goal is to prevent the capital from losing its ability to host large-scale events, provided that permitted noise levels are respected.
“"What we are going to do is provide balance, reconciling the rest of the neighbors with a venue that is currently the best in the world for organizing events of those characteristics."
Meanwhile, neighborhood associations have expressed their opposition to this initiative. Affected groups argue that the administration should not facilitate stadium activity until definitive technical solutions for soundproofing the facilities have been implemented, an issue that has led to the suspension of concerts since September 2024.
