Since Tuesday, May 5, Primary Care in the Community of Madrid has been facing a severe “IT paralysis” that hinders the operation of health centers, preventing medical staff from accessing crucial patient data.

This technical situation prevents healthcare professionals from consulting patients' clinical histories, managing electronic prescriptions, and processing sick leaves or temporary disabilities. The problem has been described by a union organization as an “unacceptable structural dysfunction” of the AP-Madrid application.

The lack of access to digital systems directly compromises patient safety, especially for those with chronic conditions, poly-medicated individuals, or those requiring complex follow-ups. The disruption of care continuity and coordination with hospitals forces medical staff to duplicate records on paper for later manual digitization, a process that, according to the union, lacks the necessary guarantees.
The union organization has conveyed its concern to the Primary Care Management, noting that this breakdown “irregularly” shifts clinical and legal responsibility to doctors. They denounce an illegitimate workload imposed to compensate for the technological shortcomings of the Ministry of Health.
Given the recurrence of these incidents, representatives of the medical professionals demand the implementation of validated contingency protocols that allow independent operation from the central system. They have also requested a transparent timeline for definitive technical solutions to ensure that health centers can operate normally and safely.
