The restriction, which will remain in effect while the national interest emergency status is active, addresses the danger posed by sparks generated by friction in agricultural equipment. Given the extreme temperatures and dry vegetation, any accidental spark could trigger a new fire at a time when firefighting services are operating at their limit.
The primary goal of this directive is to prevent the diversion of firefighters and aerial resources currently focused on active blazes. The presence of moving agricultural machinery not only poses an ignition risk but could also obstruct emergency vehicles and evacuation efforts on rural roads and paths.
This intervention by the central government is based on Law 17/2015 of the National Civil Protection System. Although land management is typically a regional responsibility, the declaration of a national interest emergency allows the state executive to issue instructions to protect the general interest and ensure the safety of the population and infrastructure.
