This investment, proposed by the Ministry of Social Rights, Consumer Affairs and Agenda 2030, aims to strengthen social services, protect vulnerable families, and combat child poverty. The funds will be transferred to regional governments, which are the competent administrations in social services, to finance various programs at regional and local levels.
The funded programs are aimed at all types of families with unique protection needs, including single-parent families, large families, or those living in rural areas. The investment is structured into three main areas of action.
The first program, endowed with 65 million euros (of which 6.5 million correspond to the Community of Madrid), will finance social intervention projects and benefits for families with minors at risk of poverty and social exclusion. These funds will cover basic needs such as hygiene, food, clothing, educational materials, dining assistance, and basic household supplies. It includes the VECA program, which guarantees the right to food, leisure, and culture for minors during school holidays and facilitates work-life balance during non-school periods.
A second program, with 25 million euros (3.5 million for the Community of Madrid), will strengthen social services teams to prevent and detect any risk of violence against children. It will prioritize professional profiles in social work, social education, psychology, and family care, fostering greater coordination with educational and health centers, in line with the implementation of Organic Law 8/2021 on comprehensive protection of children and adolescents against violence (LOPIVI).
Finally, the Basic Social Services Benefits plan, with over 108 million euros (15.1 million for the Community of Madrid), will ensure access to key benefits such as social guidance, home care, alternative accommodation, and social prevention and integration programs. It will also support the operation of shelters and reception centers, which are essential for responding to people in particularly vulnerable situations.
Additionally, the Council of Ministers approved an institutional declaration for the National Day of the International Convention on the Rights of Persons with Disabilities of the United Nations, commemorating its twentieth anniversary. The declaration highlights the progress made in Spain in terms of equality, inclusion, and guarantee of rights for people with disabilities, promoting a transversal approach in public policies.
The distribution of revenue from the Tax on sports betting-charitable gaming activities was also regulated, establishing that the professional women's football league will be a direct beneficiary of 15% of said revenue, thus strengthening women's sports in the Spanish sports system.
