This amount, which represents 40% of the regional budget for 2026, was announced by the Minister of Economy, Finance, and Employment, Rocío Albert. The figure has increased by 1.867 million from the 10.500 million recorded in October.
The minister pointed out that the non-payment is almost equivalent to the entire budget for Madrid's public healthcare this year, calling it a «breach of institutional loyalty». She criticized the absence of General State Budgets for the past three years, which she considers an «unprecedented democratic anomaly».

The lack of budgets has prevented the updating of advance payments, which constitute 77% of regional income. This has led the Community of Madrid to receive 129 million less per month between January and March, and 376 million from April onwards, accumulating a shortfall of over 750 million, in addition to 4.7 million in interest and lost profitability.
The minister reported on a letter sent to the Minister of Finance, Arcadi España, requesting an urgent and specific Royal Decree-Law to update advance payments. She also denounced that the Central Government approves measures without an economic report quantifying their impact on regional coffers, such as the temporary reduction of VAT on electricity and fuels, which has had an impact of 206 million euros for Madrid.
Among the measures with a high budgetary impact on autonomous communities without cost quantification are the reduction of the working day to 35 hours in the Administration and the imposition of the calendar for reducing teaching hours in schools. The salary increase for public employees, agreed without the participation of the communities, represents 888 million for the Community of Madrid in 2025 and 2026, rising to nearly 2.000 million by 2028.
The debt is distributed by areas: 6.276 million correspond to Economy, Finance, and Employment (4.513 million for the Competitiveness Fund, 765 million for delays in advance payments for 2026, and 993 million for underfunding of European funds). Social Affairs accumulates 2.668 million due to non-compliance with the Dependency Law. Environment adds 2.785 million (1.580 million from the Tagus Hydrological Plan and 1.200 million from pending works at Wastewater Treatment Plants). Finally, 417 million correspond to the Regional Transport Consortium, 149 million to Health, 61 million to Justice, and 10 million to Education.
