This new institute, promoted by the Civil Guard, will be dedicated to combating crimes against the environment and strengthening criminal investigation. Its focus areas include forest fires, illegal urban development, species trafficking, and agri-food security.
The inauguration ceremony was attended by prominent figures such as Mercedes González, Director General of the Civil Guard, and Javier Úbeda, Mayor of Boadilla del Monte. Also present were Division General Carlos Sarrión, head of Seprona, and Colonel Chief of the Madrid Command, Carlos de Miguel.
The creation of INSA has been made possible thanks to the collaboration of the Boadilla del Monte City Council, which has ceded the use of the former reading room known as 'Casa de la Millonaria'. After a year and a half of refurbishment work, the 500-square-meter building now features high-capacity digital classrooms and adapted services for teaching.

The Armed Institute recalled that European Union Directive 2024/1203 urges member states to strengthen criminal investigation in areas such as forest fires and species trafficking, as well as to have highly specialized police forces, such as the members of the Nature Protection Service (Seprona).
With this new headquarters, Seprona will centralize its training activities, which include an average of 41 annual courses and the participation of over 1,300 agents. Additionally, INSA will function as a research institute and an international academic debate forum, collaborating with universities and scientific organizations such as the CSIC and the Institute of Toxicology.
