Móstoles Lowers Property Tax (IBI) to 0.48% in 2027 Ordinances

The Móstoles City Council has presented the 2027 Fiscal Ordinances, which include a new reduction in the Property Tax (IBI) to 0.48%, continuing the fiscal relief policy initiated at the start of the term.

The draft Fiscal Ordinances for 2027, presented by the mayor of Móstoles, Manuel Bautista, and the second deputy mayor and councilor for Finance, Presidency, and Human Resources, Alberto Rodríguez de Rivera, include a new reduction in the Property Tax (IBI). This tax will be set at 0.48%, down from the 0.56% at the beginning of the term.
According to the council, this progressive reduction of the IBI, applied over the last four years, will save citizens between 48 and 96 euros per bill, depending on the cadastral value of each property. The accumulated savings for residents, including other tax reductions and bonuses, amount to over 13 million euros.
The mayor argued that the fiscal policy aims to alleviate the tax burden on families and businesses, promote economic activity, and leave more money in citizens' pockets, while balancing these measures with responsible management of public resources and the maintenance of municipal services.
The ordinances also maintain the Tax on Constructions, Installations, and Works (ICIO) at 3.7%, described as the lowest among the major cities in the Community of Madrid. Furthermore, the 50% bonus on ICIO for the construction of protected housing is retained, aiming to boost the residential supply in the city.
Regarding the waste management fee, bonuses for large families and vulnerable families will continue to be applied within the legal limits to mitigate their economic impact. The municipal government contrasted its tax reduction policy with that of the Spanish Government.
The municipal government is also working on the preparation of the General Budgets for 2027. The City Social Council will issue a non-binding preliminary report on the ordinances, which will be submitted for debate at the municipal plenary session this Tuesday, October 6.
