The Popular Party of Alcorcón has urged the Municipal Plenary to suspend the waste fee for the 2026 fiscal year and to return amounts unduly collected from residents, arguing serious deficiencies in the current ordinance.
The popular political group has presented a motion to the Alcorcón City Council to address what they consider a “disproportionate tax hike” in the management of the waste fee. According to the PP, the current ordinance exhibits “serious technical and legal deficiencies” that have led to situations of inequality and calculation errors, resulting in an unfair application of the charge.
Among the irregularities highlighted by the Popular Party are the lack of publication of the economic report, errors in the number of homes and registered residents, and failures in its application to specific sectors such as commercial galleries. These deficiencies, according to the PP, have been reported by them for the past two years.

"Residents cannot be demanded to pay a fee based on incorrect data and without due guarantees of transparency and legality."
Since late 2024, the Popular Party has repeatedly requested the repeal of this fee, even taking their petition to the Ministry of Finance. However, they regret that the local government, led by Candelaria Testa, has refused to consider their proposals, maintaining an ordinance that, in their view, directly harms Alcorcón residents.
Despite the government's stance, the PP points out that in the last Plenary Session, the mayor acknowledged having requested a legal report on the possibility of suspending the collection in 2026. This fact, according to the popular party, demonstrates that the government team itself is aware of the problems arising from its poor management.
The motion presented by the Popular Group not only demands the total suspension of the fee collection but also the reimbursement of amounts corresponding to 2025 and those already paid in 2026 by residents under the fractional payment system. Furthermore, it proposes allowing commercial galleries to choose between paying the fee or the public price of ESMASA in 2025, with the possibility of reimbursement if they choose a more economical alternative, and urges the elimination of the fee for residents as soon as legally possible.

"The City Council must act immediately and stop looking the other way while residents pay the consequences of poor management. Many residents are having to deal with errors in their bills and endure long queues to file complaints at the municipal registry. It is time to rectify, return what has been unduly collected, and do things properly."
