The developer Avintia Desarrollos Inmobiliarios has filed a claim against the Móstoles City Council for €19.68 million, plus interest, following the termination of a land concession for a plot in Móstoles Sur. The conflict, according to the Council, stems from a previous concession granted during the former socialist administration.
The matter is currently in court. The Contentious-Administrative Court has requested the municipal file for the third time, as it has not been provided within the legally established period. The Socialist Municipal Group has sought explanations from the local government regarding the economic repercussions and management of the case.
The local executive attributes the conflict's origin to a concession described as "shoddy" during the previous term, which planned for the construction of approximately 300 additional homes in an area already slated for over 700. The PSOE notes that this concession had been suspended since December 2023 by municipal decision.
Municipal sources indicate that the concession's termination was driven by public interest reasons, arguing that the planned development could lead to the "collapse of the neighborhood," mobility issues, and negatively impact the quality of life for residents.
The court has granted a new ten-day period for the submission of the administrative file, warning of potential fines ranging from €300 to €1,200 for the responsible authority or official, which could be repeated until compliance. The socialist party believes this situation highlights procedural deficiencies and demands clarification on the decisions made and their financial impact on municipal accounts.
For its part, the local government maintains that its actions align with the criteria of the City Council's technical and legal services and asserts that the amount claimed by the company exceeds what might eventually be due. They add that the City Council later renounced the recovery of the plot to protect municipal economic interests and that it was the company itself that expressed a lack of interest in maintaining the concession before resorting to legal action.
