The agreement, signed by mayoress Candelaria Testa and association president Chen Qun, aims to consolidate a bond based on cultural exchange, coexistence, and cooperation. Second Deputy Mayor David López, also present, highlighted that over 1,000 residents of Chinese origin live in Alcorcón, with the figure reaching nearly 70,000 across the entire Community of Madrid.
Mayoress Candelaria Testa emphasized Alcorcón's welcoming tradition as a "melting pot of cultures" and stressed the importance of strengthening ties with the Chinese community. "Today we take a leap forward in consolidating relations with the Chinese community," she stated. She also highlighted China's role on the international stage and the need to "bet on international cooperation, common sense, and uniting cultures with respect for international norms".
The agreement includes an annual program of cultural activities, institutional meetings, and forums to foster mutual understanding. Initiatives for dissemination, social and cultural exchange projects, and actions to strengthen relations between both communities will be organized. David López explained that this agreement "is an opportunity to make social and cultural exchange the glue that unites our communities; but also an occasion for new investments for our city".
One of the notable initiatives is the development of a project for a monument honoring Chinese volunteers who fought on the Republican side during the Spanish Civil War. Furthermore, a future twinning between Alcorcón and a Chinese city is planned to promote stable long-term cultural and citizen exchanges.

The agreement will have an initial duration of four years and, according to the City Council, will not entail any economic cost to the municipal coffers.
