The Aranjuez City Council has expressed its strong rejection of the proposed installation of a waste incineration plant in the municipal area of Titulcia, named «Jarama Waste Treatment Center» and promoted by PreZero. The municipal corporation argues that this facility, along with the concentration of waste treatment infrastructure in the south and southeast of Madrid, poses a serious threat to the natural environment, the Cultural Landscape of Aranjuez, and the health of its inhabitants.

The joint proposal, presented by the Coalición por Aranjuez and ACIPA groups, criticizes decisions made outside the city that negatively affect environmental quality and endanger the Cultural Landscape and human health. It recalls Aranjuez's historical opposition to polluting projects, such as the toxic and hazardous waste incinerator plant in Ocaña in 1994 and combined cycle thermal power plants in nearby municipalities in 2005.
The text details the multiple drawbacks of incinerator plants, including atmospheric pollution (CO₂, SO₂, NOx, CO, volatile organic compound emissions), the generation of toxic solid waste (ash, slag, heavy metals), and the emission of ultrafine particles, dioxins, and furans, which are carcinogenic and harmful to health. Furthermore, it highlights the high financial cost, long-term dependency (lock-in effect), and disincentive to recycling.
The text emphasizes the special ecological significance of Aranjuez, integrated into the Special Conservation Area (ZEC) «Vegas, Cuestas y Páramos del Sureste de Madrid» and the Special Protection Area for Birds (ZEPA) «Carrizales y Sotos de Aranjuez», both part of Natura 2000. The installation of an incinerator in Titulcia, close to these protected areas, could severely affect protected birds, wetlands, riverine forests, air quality, the landscape, and water resources, in addition to increasing heavy traffic.
The proposal also warns about the cumulative effect of polluting infrastructures in the south and southeast of Madrid, mentioning landfill expansions in Pinto, Getafe, and San Martín de la Vega, the Valdemingómez incinerator, the Loeches landfill, and co-incineration in Morata de Tajuña. It argues that the accumulation of these facilities makes a new incineration project unviable.
Consequently, the Aranjuez City Council declares its rejection of the incinerator project in Titulcia, officially communicates its opposition to the Titulcia City Council, urges the Community of Madrid to reject the project and promote a zero-waste management model, and commits to preparing the relevant objections before November 8.
