ACIPA recalls that the promise of an intermodal network, including urban and interurban bus terminals, connections to trains or light rail, parking, spaces for sustainable mobility, and electric vehicle chargers, was announced by the regional president in 2023. However, after three years, the processing of these regional transport hubs, initially planned for centers like Alcalá de Henares, Torrejón de Ardoz, Boadilla del Monte, Aranjuez, Collado Villalba, San Sebastián de los Reyes, and Torrelaguna, remains in "absolute darkness," according to the municipal group.
The group has obtained specific data revealing the slow pace of the process. In June 2024, the mobility delegate indicated that the basic project was in the study phase. In November 2024, the manager of the Regional Transport Consortium reported a proposal to contract preliminary projects but noted that for Aranjuez, a meeting with ADIF was pending to cede a plot of land. By November 2025, the outlook became bleaker with the announcement that, given the investment made in other municipalities like Alcalá de Henares, the Community of Madrid was not prioritizing Aranjuez.
Due to the lack of concrete details, ACIPA proposes looking at the example of Alcalá de Henares, where full funding from the Community of Madrid is planned, management by the Regional Transport Consortium, and land provision by the City Council. Alcalá's facilities, located on a 15,000 m² municipal plot, will feature covered bus bays, parking for over 160 vehicles, electric charging points, and air-conditioned waiting rooms. However, it is criticized that Alcalá's new station will be distant from the Cercanías (commuter train) station, a decision influenced by the need for municipal land.
The proposal for Aranjuez, conversely, sought a plot from ADIF, involving negotiations with an entity not known for its agility. Furthermore, Aranjuez's current interurban bus station is described as a "simple premises, incapable of offering minimum services and comfort to travelers." It is recalled that the 2005 mobility plan already included the creation of a train-bus interchange and a new interurban bus terminal, considering the city's urban expansion and a population increase of over 20,000 inhabitants in the last 21 years.
Therefore, ACIPA demands that the Community of Madrid fulfill its mobility commitments and finalize the intermodal station for Aranjuez and its region. It also requests that all political groups be provided with existing information on procedures, studies, and potential locations, and that the Mobility Pact be convened to discuss these issues and align decisions with the mobility strategy currently being developed.
