This issue affects new officers from Promotions 53, 54, and 55, stemming from various legal challenges against the selection processes for joining the force in recent years. Consequently, these officers remain in a “provisional situation.”
The union points out that officers in this predicament receive lower salaries than those due to career civil servants. Furthermore, their requests for vacation periods, as per their agreement, have been denied, exacerbating their personal and professional difficulties.

According to CSIF, the Madrid City Council has “aggravated the conflict within the Municipal Police” through “vacation cuts” and an “administrative blockade.” The union criticizes the lack of planning and dialogue in managing these issues, which affect hundreds of professionals.
In response to this situation, CSIF has called for the negotiation table to be activated to definitively unblock appointments and provide a real solution for officers whose training period has been “forcibly” extended.
Additionally, the union has denounced the reduction in the percentage of summer vacation days, a measure that not only impacts new recruits but also “seriously harms” the work-life balance of the entire staff. According to CSIF, the City Council has justified this decision by citing the visit of Pope Leon XIV, scheduled for early June, and other major events planned for the third quarter of the year, such as concerts and motorsport activities.
In response to these accusations, a general coordinator for Security and Emergencies in Madrid stated at the last area commission that the Municipal Police acted in accordance with regulations regarding the accumulation of appointments for the latest promotions, and that they are awaiting a judicial decision. It was also noted that action would be taken regarding potential economic damages once a judicial ruling is issued.
