This initiative, conveyed by the CRTM manager, Pablo Rodríguez Sardinero, through a letter, follows the announcement made by regional president Isabel Díaz Ayuso regarding the restriction of the Personal Public Transport Card issuance to individuals registered in the Community of Madrid and bordering localities since June 15.
The proposal aims to offer a solution for students and university students residing in other regions, enabling them to benefit from subsidized fares through agreements that equate their conditions to those of registered users.
It draws reference from the existing agreement between the Community of Madrid and Castilla-La Mancha, which already facilitates the use of Madrid's public transport for those who travel for academic, work, or family reasons.
In his letter, Rodríguez Sardinero emphasizes the need for these agreements to be based on institutional cooperation and financial co-responsibility between administrations, with the primary objective of ensuring equitable access to the transport pass for young people.
Sources from the Ministry of Housing, Transport, and Infrastructure have confirmed that the Community has provided interested autonomies with a draft agreement detailing the legal, economic, and operational aspects for formalizing these agreements.
