PSOE Launches Campaign in Madrid for Almeida to Refund Waste Fee

The socialist initiative will tour Madrid's 21 districts demanding a full refund of the waste fee, declared illegal by the TSJM.

The Socialist Municipal Group has initiated a campaign that will visit Madrid's 21 districts to demand that Mayor José Luis Martínez-Almeida's Government refunds the waste fee, following its judicial annulment.

Under the slogan “Almeida owes you money from his illegal waste fee,” the campaign led by Reyes Maroto aims to pressure the mayor not to appeal the ruling that annulled the fee and to proceed with a full refund of the amount collected in 2025. Over the coming weeks, information booths will be set up in all districts for councilors and party members to explain the implications of the Madrid High Court of Justice (TSJM) ruling to citizens and demand an immediate response from the City Council.

"That is why we want to ask the mayor very clearly that, with the same agility with which he collected the fee, he refunds it and that the residents of Madrid recover every euro they have paid illegally."

The campaign was launched near the Villaverde municipal market, a district chosen for its “symbolism,” according to socialist spokespersons Reyes Maroto and Enma López. Both highlighted that Villaverde has been one of the districts most affected by the fee, despite having the city's worst cleaning indexes.
Maroto reiterated that the fee was conceived by Almeida's team in an “unfair and disproportionate” manner, and its illegality is now confirmed. She recalled that the Socialist Group had warned from the outset that it was a “poorly designed tax, without equity criteria, and that punished Madrid residents.”

For her part, councilor Enma López, socialist spokesperson for the Municipal Commission of Economy, Innovation and Finance, emphasized the urgency of correcting this situation. López criticized the “legal uncertainty” generated by the municipal Government, mentioning other cases such as the terrace ordinances and the Cuatro Caminos Depots, and concluded that Madrid cannot afford this instability in management.
