Proposal for Temporary Accommodation Licenses on Industrial Land in Madrid

The Popular Party of Madrid will push for an amendment in the Assembly of Madrid to enable city councils to grant temporary accommodation licenses on industrial land, aiming to expand housing options in the region.

The initiative, to be debated within the framework of the Urgent Housing Measures Bill, seeks to facilitate the temporary granting of licenses on urban industrial plots that have the necessary services. This measure is not intended for permanent residences but for temporary accommodations, such as student residences or similar models.

In addition to this proposal, the political group will present another amendment to extend the increase in density and buildability to public urban plots designated for public protection housing. According to estimates, the implementation of this new law could result in the construction of up to an additional 18,000 homes and raise the number of homes with some type of public protection to over 70,000 during the current legislature.
The main objective of these actions is to rapidly increase the supply of protected housing, simplify administrative procedures, and reduce bureaucratic burdens to expedite project execution. There is also a push to extend the change of use, already applied to offices for conversion into housing, to tertiary hospitality and private endowment land.
This series of amendments is part of a broader strategy to find solutions that expand housing availability in the Community of Madrid, combining efforts on both public and private land.
