This significant budgetary allocation, representing nearly 23% of the plan's national total, will be used for construction, adaptation, and improvement projects for security infrastructure in the region. The actions will cover both the National Police and the Civil Guard, with the objective of optimizing their operational and service capabilities.
For the National Police, interventions are planned for district police stations in Villa de Vallecas, Moratalaz, and Salamanca. The completion of the new Technological Building at the Canillas Police Complex and improvements to the “San Jorge” Cavalry and Canine Units base are also included. As for the Civil Guard, the investment will enable the creation of a new headquarters for the Forensic Service, the rehabilitation of one of the General Directorate's buildings, and works at the Canine Training Center (CAPEDE) of the Canine and Remount Service.
Furthermore, this phase of the plan will finance various projects in unique properties assigned to the Secretary of State for Security of the Ministry of Interior. These include the new Civil Guard Data Processing Center, the National Police hangar in Getafe, energy efficiency reforms at the Ministry of Interior headquarters and the Intelligence Center against Terrorism and Organized Crime, as well as updating the security of the Royal Household.

The Extraordinary PLISE-II 2026-2034, with a national budget of 900 million euros, represents a 50% increase compared to the first PLISE 2019-2025, which had 600 million. Of this total, 800 million will be allocated to reform or new construction projects for the Secretary of State for Security, the National Police, and the Civil Guard, while the remaining 100 million will focus on actions in Ceuta and Melilla. With the execution of this plan, the Ministry of Interior's total investment in police infrastructure since 2019 will reach 1.9 billion euros.
