The Minister of Presidency, Justice, and Local Administration, Miguel Ángel García Martín, has defended the decision to restrict the Personal Public Transport Card (TTP-personal) exclusively to residents registered in the Community of Madrid. According to his argument, this measure is justified because 94% of the funding for public transport subsidies comes from the taxes of Madrid citizens.
The spokesperson for the regional Executive explained that the measure, included in the regulations of the Regional Transport Consortium, has been delayed due to "technical issues" and will come into effect next Monday. The limitation will also affect certain localities in Castilla-La Mancha and Castilla y León.
“"What seems common sense is that all these public transport subsidies, which are borne by the Community of Madrid with the taxes of Madrileños to the tune of 94%, should logically be applied to those people who are registered in our region and who are therefore contributing."
Facing criticism from the opposition, García Martín reaffirmed his position, stating that "no one can be against" beneficiaries of these subsidies being the ones who finance them. He drew a comparison with Segovia, where he considered it reasonable for registered residents to enjoy the subsidies provided by the Junta of Castilla y León.
The minister also emphasized the quality and accessibility of Madrid's transport system, describing it as "one of the most accessible and cheapest in the world," and recalled the extensive Metro network, the Municipal Transport Company (EMT), and interurban and commuter services.
The measure, announced this week, means that from Monday, only those who can prove they are registered in the region or in specific areas of neighboring autonomous communities will be able to apply for new cards or duplicates of the TTP-personal. Cards already issued will not be affected.
