Madrid Strengthens Security and Emergency Services with Over 2,000 New Hires

The Madrid City Council boosts the ranks of Municipal Police, SAMUR-Civil Protection, and Firefighters, and announces a new Integrated Security and Emergency Center.

The Madrid City Council is in the process of incorporating over 2,000 new personnel into its municipal security and emergency services, including the Municipal Police, SAMUR-Civil Protection, and Firefighters, alongside plans for a new Integrated Security and Emergency Center (CISEM).

The Madrid City Council is consolidating a historic increase in its municipal security and emergency services staff, with over 2,000 new hires underway. The capital's mayor, José Luis Martínez-Almeida, highlighted during the State of the City Debate that these public servants have responded admirably under any circumstance over the past seven years.
Almeida detailed that selection processes are underway or being convened to fill more than 1,400 positions for Municipal Police officers, 330 for SAMUR-Civil Protection paramedics, and nearly 300 for new Firefighters. These figures are part of the 'Plan 10,000,' which aims to progressively strengthen municipal security and emergency services to exceed 10,000 personnel in the city for the first time.
Specifically, the Municipal Police will add officers from the 55th, 56th, and 57th promotions, significantly rejuvenating the force. SAMUR-Civil Protection will incorporate 72 doctors, 245 emergency medical technicians (TATS), and 12 nurses. Meanwhile, Madrid Firefighters will receive personnel from three promotions of driver and specialist firefighters.
In addition to increasing personnel, the city will feature the Integrated Security and Emergency Center (CISEM) in the Hortaleza district. This center, described as one of the most modern in Spain, will integrate advanced digital resources for service coordination and communication security.
The new CISEM will be built on a plot of over 12,000 square meters and will include three floors, underground parking, and construction criteria to mitigate damage from impacts or natural risks. The project is currently being drafted and is slated for bidding in 2027, with construction expected to begin in 2028.
The technological investment will include a robust data network with 'five protection shields' for communications, featuring dual fiber optics, satellite communication, 5G, and network operator redundancy. It will also have a multi-technology communication switchboard, wireless and radio networks with recording capabilities, and crisis rooms with a videowall and rest areas.
SAMUR-Civil Protection will soon receive 99 new ambulances equipped with cutting-edge technology, such as AI-powered ultrasound devices to aid diagnoses. The service will also unveil a new visual identity.
This investment enhances SAMUR-PC's healthcare assistance and medical coordination, a service pioneering in the use of out-of-hospital ultrasound, thereby optimizing clinical decision-making in complex emergency environments.
