The Community of Madrid has announced an investment of 74 million euros in security for this year, the highest figure among all Spanish autonomous communities, highlighting its commitment to coordinating Local Police forces and emergency management.

The Minister of Environment, Agriculture and Interior, Carlos Novillo, presented the ESICAM179 program, emphasizing the importance of collaboration with the 111 Local Police forces and the emergency center in Pozuelo, which is considered a national benchmark for its coordination model.
During a conference organized by the Popular Party, Novillo defended the regional commitment to security, despite the Community not having direct competencies in this area. He explained that a significant part of the budget is allocated to strengthening coordination with municipalities and emergency services.

The ESICAM179 program accounts for more than a third of the total expenditure on emergency management. Novillo placed special emphasis on the close collaboration with the Municipal Police of Madrid, which has approximately 6,000 officers, making it the largest in the region.
The Madrid 112 Security and Emergency Agency (ASEM112) integrates all security and emergency forces, both physically and technologically. The Pozuelo center has become a reference for other regions due to its effective coordination model.
Recent initiatives include the implementation of a specific telephone line for illegal occupation cases and the provision of Taser defenses to security forces. The Comprehensive Training Institute for Security and Emergencies (IFISE) trains over 11,000 students annually.
However, Novillo criticized the central government for limiting the training of new Municipal Police promotions, arguing that this restriction hinders the ability of municipalities to reinforce their staff.
