Madrid Demands Nearly 500 Judge Positions and 2,400 Justice Officials from Central Government

The Community of Madrid has urged the central government to urgently call for new positions to address the staff deficit in the Justice Administration.

The Community of Madrid has urged the central government to open nearly 500 judge positions and over 2,400 civil servant positions for the Justice Administration, aiming to address the human resources shortage affecting public service.

A report prepared by the Ministry of Presidency, Justice and Local Administration details the necessity of these additions. By the end of 2024, the region had 732 judges and magistrates in active service, representing a ratio of 10.4 per 100,000 inhabitants, which is below the national average (11.9) and significantly lower than the European average (17.4).
The regional executive supports the request from the High Court of Justice of Madrid (TSJM), which demands the immediate filling of 142 positions. Furthermore, it is estimated that more than 350 additional positions will be needed over the next five years.
Regarding personnel, the Justice Administration of the Community of Madrid currently employs 7,811 people, of whom 3,090 are not career civil servants. The situation is exacerbated by the retirement of 454 public workers in the last two years and an average age exceeding 50 years.

"The elimination of the replacement rate and the allocation of at least 800 annual positions in public employment offers over the next three years would allow the interim employment rate to be reduced to 8%, from the current 38.6%."

This measure aligns with the provisions of Law 20/2021, of December 28. In 2024 alone, the regional executive had to hire 1,350 interim civil servants. Since 2023, 326 new positions have been created in areas such as the Institute of Legal Medicine and Forensic Sciences, the Prosecutor's Office, judicial bodies, Justice Offices in the Municipality, and the Civil Registry.
The Community of Madrid assumed responsibilities in justice matters in 2002, when the State invested 62 million euros. Currently, the regional investment amounts to 690 million euros, representing a more than tenfold increase in this economic allocation.
