The Madrid City Council has authorized the largest public employment offer for security and emergency services, with 974 positions for the Municipal Police, Firefighters, and Samur-Civil Protection in 2026.

The deputy mayor and municipal spokesperson, Inma Sanz, announced the approval of this call, which represents the second largest in historical records, surpassed only by the previous year's (1,106 positions). This measure is part of the Plan 10.000, which aims to reach 10,000 personnel in these corps by 2027.
The offer is divided into two parts. The first, approved today, is for security and emergency services. Subsequently, the Governing Board will approve a second general offer for the rest of the City Council and its autonomous bodies.
In detail, the turnover offer for Security in 2026 includes 759 positions. Of these, 448 will be for the Municipal Police, consolidating the Council's commitment initiated in 2024. The Firefighter Corps will receive 195 new positions, and Samur-Civil Protection will strengthen its staff with 116 new entry positions (24 doctors, 22 nurses, and 70 auxiliary technicians).
Regarding internal promotion, 215 positions are contemplated. The Firefighter Corps accounts for the largest increase with 193 vacancies, intended for strategic positions such as group leader and sergeant. Samur-Civil Protection will have 13 internal promotion positions (doctors, nurses, and auxiliary technicians), and the Municipal Police will have nine positions (commissioner and inspector).
The offer also includes 278 turnover positions for the Municipal Police linked to the 125% replacement rate, intended to compensate for net losses and reinforce the Urban Heritage Protection Section (Sepropur) and the new animal protection operational service. Other positions will be allocated to the risk operational unit and road safety, as well as to Samur-Civil Protection for new service charters and improvement of operational bases.
