The Madrid Government Board greenlit this initiative, developed by Madrid Salud, with the aim of addressing the main well-being needs of Madrid residents. The strategy will focus on disease prevention, promotion of healthy habits, and reduction of social inequalities in health.

The plan will be implemented through the Madrid Salud municipal network, which includes 17 municipal health centers, five specific centers, and three support centers. This network annually serves over 170,000 people. The strategy will unify actions in key areas such as mental health, unwanted loneliness, healthy eating, physical activity, sexual health, smoking, maternity, and childhood.
The document is structured into nine framework programs, nine specific projects, and three monographic programs, in addition to a support service for the prevention of emerging infectious diseases. Among the highlighted lines of work are suicide prevention, reduction of childhood overweight, prevention of mild cognitive impairment, and promotion of active aging.
The monographic programs will focus on immunization, tuberculosis prevention and control, and child oral health. The strategy also includes campaigns to disseminate healthy habits, informational tents, and existing national and international alliances.
Additionally, the Government Board approved the extension of the 'PAD Night' program, promoted by the Madrid Salud Addiction Institute. This program, with an investment of 518,692 euros, aims to prevent addictions and reduce risks among young people during nightlife. In 2025, 'PAD Night' carried out 132 actions, reaching over 19,000 young people and achieving a rating of 9.05 out of 10.
