Madrid Approves Comprehensive Health Strategy for 2026-2030 Period

The plan, developed by Madrid Salud, aims to improve the emotional and physical well-being of the Madrid population, addressing issues from unwanted loneliness to healthy eating.

The Madrid City Council has approved the ‘Health Prevention and Promotion Strategy: Madrid, a Healthy City 2026-2030’, a comprehensive plan to address the well-being needs of the population.

This initiative, developed by the autonomous body Madrid Salud, aligns with the Government Operational Program 2023-2027. Its main objective is to prevent diseases and promote healthy lifestyles, seeking to reduce social inequalities in health. The strategy aims to maintain and enhance existing actions, which annually serve over 170,000 people in Madrid Salud centers.
The plan establishes a common course of action for the entire Madrid Salud network, which includes 17 municipal health centers, five specialized centers (such as the Youth Center or the Cognitive Deterioration Prevention Center), and three support centers. The strategy is structured around nine framework programs, nine specific projects, and three monographic programs, in addition to a support service for the prevention of infectious diseases.

Among the framework programs are initiatives to address social inequalities in health, food and physical activity, sexual and reproductive health, tobacco consumption prevention, mental health promotion, prevention of unwanted loneliness, maternal and child health, promotion of child and youth health, and active and healthy aging.
Specific projects include actions such as ‘Coles con ALAS’ to reduce childhood obesity, prevention of complicated grief, suicide prevention, integration of art and culture into community health, and prevention of unwanted loneliness in young people. It also addresses the promotion of healthy habits in informal contexts, prevention of unhealthy youth groups, prevention of mild cognitive impairment, and reduction of unintentional injuries.
Additionally, monographic programs on immunization, prevention and control of tuberculosis (especially in vulnerable populations), and child oral health have been approved. The strategy incurs no additional implementation costs and relies on national and international alliances, as well as campaigns to disseminate healthy habits. Madrid Salud's budget for this year amounts to almost 123 million euros, a 2.6% increase from 2025.
Separately, the Governing Board has approved the extension of the ‘PAD Night’ program by the Madrid Salud Addictions Institute, with an investment of 518,692 euros. This program, launched in 2022, focuses on addiction prevention and risk reduction among young people during nightlife. In 2025, the program carried out 132 actions, reaching over 19,000 young people and receiving a rating of 9.05 out of 10. Collaboration with the nightlife sector has been key to its success, earning it the Recicla la Noche Award.
