The Community of Madrid will allocate 78.4 million euros between 2026 and 2028 to ensure specialized care in residential centers for people with intellectual disabilities and associated severe behavioral disorders.

A total of seven contracts will guarantee the continuity of 795 residential places, distributed across centers located in the Madrid municipalities of San Blas-Canillejas, Leganés, Getafe, Arroyomolinos, Ciempozuelos, and Somosierra. This initiative, approved by the Governing Council, is part of the new Social Area Framework Agreement.
The investment, which will extend until 2028, aims to provide comprehensive care including accommodation, maintenance, personal care, social support, and both rehabilitative and leisure activities. The ultimate goal is to foster the personal development and social integration of the users.
This funding is part of the Framework Agreement launched in 2025, which seeks to maintain 950 public network residential places. The new structure not only adds 117 additional places compared to the previous model but also mobilizes over 223 million euros, representing a 33% increase in budgetary allocation.
Currently, the Community of Madrid offers 14,500 places for people with intellectual or physical disabilities and over 7,000 places for those with severe and enduring mental illness, with an annual investment exceeding 426 million euros.
Additionally, the regional executive is developing the Madrid Strategy for Attention to People with Disabilities Horizon 2028, which includes 316 cross-cutting measures and has a total budget of 4.8 billion euros for its implementation.
