These funds come from the reallocation of resources freed up by other applications, due to expirations, withdrawals, reductions, and rejections. In previous processing stages, seven million euros had already been reallocated, serving applicants in strict chronological order.
In total, the MOVES III program is managing 137.5 million euros in aid, which is expected to finance approximately 24,000 new electric vehicles and the installation of around 8,000 charging points.
The application period closed on December 31, 2025, with over 50,000 requests registered. The high demand has led the regional executive to repeatedly request additional funds from the central government.
The Community of Madrid was a pioneer in implementing the MOVES III Plan incentives in 2025, exhausting the initial funds in just one month. To facilitate processing, a dedicated digital platform was created.
Currently, the region has allocated 98.6% of the budget for vehicle acquisition (111.024 billion euros), with only 206 applications remaining. For charging infrastructure, 93.2% of the total has been granted (23.207 billion), leaving 102 cases pending.
Additionally, the regional executive launched the regional Plan Mueve Madrid in 2024 to promote sustainable mobility. This plan has received 8,513 applications totaling 12.7 million euros, with approximately 75% granted, facilitating the scrapping of over 6,250 old vehicles.
Beneficiaries of the Plan Mueve Madrid receive aid of 1,000 euros, which can increase to 2,000 euros for the purchase of a vehicle with an ECO or Zero emissions label. The plan, valid until December 31 of this year, also includes transport passes and shared mobility vouchers.
