The Governing Council has authorized the opening of the prior public consultation process for this future regulation, as reported by the Minister of Presidency, Justice, and Local Administration, Miguel Ángel García Martín. This initiative seeks to update the current legal framework, which dates back to 1998 and has become obsolete due to the rapid evolution of the scientific and technological environment.
The Ministry of Education, Science, and Universities is drafting a text that will govern the management and coordination of Madrid's research system, its strategic planning, and the necessary support mechanisms for its growth. Special emphasis will be placed on knowledge transfer and valorization, innovation, scientific dissemination, and international outreach.
The new law aims to strengthen the region's research and innovation capacity, promoting greater international projection for its centers, universities, and professionals. Furthermore, it will facilitate the connection of generated knowledge with the productive sector, driving the creation of economic and social value from research.
This modernized legal framework will align with basic state legislation and address current scientific and technological challenges, with the goal of fostering research excellence and simplifying administrative procedures to enhance the system's overall efficiency.
