The measure, announced by the Madrid 112 Security and Emergency Agency, aims to optimize the coordination of emergency services to ensure a rapid response to any incident during the days of highest attendance by faithful and pilgrims in the city.
Operational Situation 0 is an alert phase, not an emergency. At this level, there is no immediate risk to the population, but a framework for monitoring, evaluation, and support is activated for potential situations requiring coordination between administrations and operational services.
The Territorial Civil Protection Plan of the Community of Madrid (PLATERCAM) establishes the general organization to face situations of serious risk within the Community of Madrid. In this initial phase, it applies mainly to municipal emergencies that can be controlled by local response, while the Community maintains supervisory and coordinated support functions.
The plan's activation coincides with the special deployment designed for the papal visit, which includes large-scale events in various parts of the capital. This necessitates enhanced coordination among security, emergency, transport, and health services.
The Madrid 112 Emergency Center has also increased its staff to handle a potential rise in calls during these days, aiming to respond to incidents related to crowds, travel, traffic disruptions, and any other circumstances linked to the papal visit.
