Community of Madrid boosts 10,000 protected homes with 500 million in guarantees

An agreement with Avalmadrid will mobilize funds to facilitate the construction of affordable housing, with an estimated real estate investment of 900 million euros.

The Community of Madrid, in collaboration with Avalmadrid, has launched a plan to build up to 10,000 public protection homes, mobilizing 500 million euros in guarantees to facilitate access to financing.

This strategic agreement seeks to promote the development of new residential projects for Basic Public Protection (VPPB), Limited Public Protection (VPPL), and Affordable Rental Housing. The regional administration will allocate 15 million euros in multi-year credits to cover the risks associated with these operations, thus ensuring their viability.
The funds will enable Avalmadrid to offer guarantees to developers and cooperatives, facilitating access to financing under more favorable conditions. This initiative is expected to generate a real estate investment of up to 900 million euros on already urbanized land, ready to begin construction in approximately two years. Resources will be allocated to both rental and for-sale housing.

The first operation under this agreement has already been formalized, amounting to 8 million euros, intended for the acquisition of land in Los Ahijones to build 288 protected rental homes. This action marks the beginning of a collaboration that seeks to significantly expand the stock of affordable homes in the region.
These guarantees are part of the Housing Shock Plan 2026/27, a strategy by the regional executive to increase residential supply. This strategy includes the promotion of more than 70,000 protected homes and the progressive development of new projects that could add up to 280,000 homes in the next 15 years.
