This Tuesday's plenary session at the Madrid City Council, taking place at the Palacio de Cibeles, will focus on significant budget adjustments and the review of urban development plans. The governing team, led by José Luis Martínez-Almeida, and the opposition groups will debate an extensive agenda also covering democratic quality, housing, and public services.
In the resolution section, several credit modifications will be processed. The most substantial, amounting to 41,075,518.50 euros, will be allocated across the Culture, Tourism and Sport, and Works and Equipment departments, as well as most district boards. Additional items include an extraordinary credit of 19,000,804.20 euros for Urbanism, Environment and Mobility and the Ciudad Lineal district, and another of 17,769,707 euros for Social Policies, Family and Equality, the Deputy Mayor's Office, and Culture.
Furthermore, the 2026-2027 Economic and Financial Plan, designed to comply with spending rules after the 2025 fiscal year, will be debated. Regarding taxation, 38 applications for tax bonuses on Construction, Installation, and Works (ICIO) for municipal utility will be resolved, while 19 will be denied.
Urban development and neighborhood infrastructure management will be key points. The Special Plan for the Nuevos Ministerios Complex in Chamberí and the one for the San Miguel Market in Centro will be put to a vote. Provisional approval will also be sought to architecturally protect a building on Antillón street (Latina) and reclassify a plot in Pintor Moreno Carbonero (Salamanca).
In housing policy, the Más Madrid Municipal Group will propose repealing the Plan Reside and establishing an ordinance to ban new tourist licenses. The PSOE will urge the Community of Madrid to protect public residential land. Más Madrid will also call for the suspension of the «Vallecas Abierto» project, restrict the use of Parque Enrique Tierno Galván for large private events, and halt Tolsadeco's mining concession in the Lagunas de Ambroz.
The control session will include the PSOE's demand for an investigative commission into the fire on Cobalto street (Villaverde). Socialist spokesperson Reyes Maroto will question the mayor regarding the debate guidelines set by the Council President, Borja Fanjul.
Early childhood education will also be a focus. VOX spokesperson Francisco Javier Ortega Smith-Molina will seek explanations on the admission criteria for municipal nursery schools. Más Madrid will inquire about how contract extensions for these centers affect the application of new salary scales under the XIII Collective Agreement for educators.
Regarding mobility, VOX will ask about the transport arrangements for the arrival of Pope Leo XIV and call for the elimination of access controls and sanctions in the Low Emission Zones (LEZs), particularly in Distrito Centro and Plaza Elíptica. Councilor Fernando Martínez Vidal will request a report on the council's actions to promote the historical legacy of Hispanidad in America.
Before the session concludes, administrative resolutions will be reported, including corrections to the Sustainable Mobility Ordinance, the breakdown of the new «Madrid, a Healthy City 2026-2030» health strategy, and various financial audit reports.
