Conde de Casal Tunnel Closure for Works Until February 2027

Construction of the new interchange and Metro connection in Madrid will cause traffic diversions and public transport changes.

The Madrid City Council has announced the total closure of the Conde de Casal tunnel starting Friday, May 8, due to construction of the new interchange and the connection of Metro de Madrid lines 6 and 11, with works expected to last until February 2027.

The Governing Board has been informed of the mobility repercussions stemming from this new phase of works, carried out by the Community of Madrid. The head of Urban Planning, Environment, and Mobility explained that the tunnel closure will extend until February of next year, with a gradual expansion of surface lanes anticipated from September.
To maintain traffic flow, surface diversions will be implemented. Inbound traffic from the A-3 towards Conde de Casal square will be redirected to two lanes, while an outbound lane from the square will be enabled towards the A-3 Valencia and M-30 North. Additionally, the inbound entry to Madrid from the A-3, just before the M-30 bridge, will be reduced to one lane. The exit ramp from the M-30 towards Conde de Casal will remain open.
In Conde de Casal square, all traffic movements will be maintained except for left turns towards O’Donnell via Doctor Esquerdo street and from Doctor Esquerdo towards Avenida del Mediterráneo and Glorieta Mariano de Cavia, which will be prohibited. Preparatory work for these changes will begin at 00:00 on May 8, with a total closure of access and exit to the A-3 via Conde de Casal until 06:00 for the new configuration to be implemented.
Drivers are advised to use alternative routes to avoid the affected area. For inbound traffic, options such as the A-3 to Plaza del Conde de Casal and Glorieta Mariano de Cavia, or the M-40 for long-distance travel, are suggested. For outbound traffic, routes through Glorieta Mariano de Cavia, Cavanilles, Doctor Esquerdo, and the surface ramp of the A-3 towards Valencia, or O’Donnell towards the M-30 South and the A-3, are proposed.
The Regional Transport Consortium of Madrid (CRTM) has introduced modifications to the urban bus lines of EMT Madrid. Line E will relocate its stop nº2.603 to nº8.367 in Conde de Casal square. Lines 63, 143, 145, and N9 will eliminate stops nº4.539 and nº2.603. Furthermore, the termini of lines 20, 30, and 140 will be relocated to the intermodal area of Pavones.
The Madrid City Council has activated a specific mobility plan, with the presence of Municipal Police and Mobility Agents, to manage traffic. Public transport use is recommended, and private vehicle circulation in the construction area should be avoided. Authorities acknowledge the inconvenience these works may cause residents, particularly due to noise and dust, and have coordinated with the Community of Madrid to mitigate these issues, establishing working hours from 7:00 to 23:00.
It has been highlighted that, once the works are completed, Metro de Madrid's Line 6 will be renovated and automated, improving its connection with Line 11. This decongestion is crucial, as Line 6 transports one million passengers daily. Additionally, the new interchange will allow buses to operate from within, reducing the impact on surface mobility. This infrastructure is expected to compensate for the temporary inconveniences for Conde de Casal residents.
