The Government Council of the Community of Madrid gave its approval to this initiative last Wednesday, with the goal of expanding the supply of protected housing, reducing construction times, and creating more than 18,000 new homes in the next four years. The Minister of Housing, Transport, and Infrastructure, Jorge Rodrigo, presented the text alongside the Executive's spokesperson, Miguel Ángel García Martín.
The proposal is based on the need to respond to the growing residential demand in Madrid, where there is a significant imbalance between the creation of new homes and the pace of construction. The regulation, which President Isabel Díaz Ayuso announced in November 2025 as part of the 2026-2027 Housing Shock Plan, seeks to mobilize already planned land and increase residential capacity without consuming new urban developments.
One of the most significant changes is the possibility of increasing density by up to 30% and buildability by up to 20% on plots designated for protected housing. This will allow for increasing building height by up to two additional floors without modifying urban planning, which, according to the Executive, will streamline project execution.

These measures will not be automatic or generalized, as local councils will have the power to decide whether or not to activate these extraordinary mechanisms, which will be temporary. A two-year period is established for applying for licenses and three years for executing works, with the intention of accelerating supply in the short term without permanently altering the ordinary urban framework.
The text also expands the possibilities for changing land use, allowing plots designated for other purposes—such as commercial, industrial, or public facilities—to be converted into protected housing without the need to modify urban planning. Additionally, the law simplifies procedures and reduces deadlines for licenses and authorizations, enabling developers to advance their projects more quickly.
