“"Municipal facilities are spaces where residents are served, essential procedures are managed, and personal data is protected. The complete concealment of the face hinders identity verification, opens the door to impersonation, and compromises the safety of users and employees. The City Council has the responsibility — and the competence — to establish objective rules that guarantee the proper functioning of municipal services."

The Collado Villalba City Council has approved a proposal from Vox to ban the use of the burqa and niqab in its municipal facilities, citing security and identity verification reasons.
The decision, made during the last ordinary Plenary Session, responds to an initiative presented by the Vox party. According to José González, the party's spokesperson, these garments are considered “fabric prisons that represent the submission and dehumanization of women and constitute an attack on their dignity.”
González explained that the regulation is based on a “functional, objective, and directly linked to security and identity verification” need. The norm will apply to any clothing that prevents facial identification, specifically including the niqab, burqa, or other similar garments with an equivalent effect.
The spokesperson also emphasized the importance of not ignoring the situation when certain garments prevent basic visual identification. The measure seeks to ensure that all citizens access public services under the same rules, with the same security and respect for municipal staff.
