This Thursday, September 24, Galapagar holds an ordinary plenary session to initially approve the Regulatory Ordinance for the Use and Management of the Environment of the Los Rosales Reservoir and Dam, in Parquelagos. This specific regulation seeks to organize uses, enhance safety, and protect both the hydraulic infrastructure and the natural environment, as well as neighborly coexistence.
The ordinance responds to the increasing pressure of use in the area, where unauthorized camping, public alcohol consumption, nighttime noise, unregulated recreational activities, and uncontrolled waste disposal have been detected, leading to neighborhood conflicts and numerous interventions by the Local Police.
Access to the area will remain free and open, subject to established hours and conditions. The goal is to transition from isolated actions to a stable and structured management model that clearly defines permitted and prohibited uses and outlines measures the City Council can take to ensure safety and proper functioning.
Key provisions include general access hours from 7:00 AM to 11:00 PM during winter and 7:00 AM to 12:00 AM during summer, with the possibility of temporary closures or restrictions when circumstances may affect the safety of people, the dam, the environment, or coexistence.
The regulation also expressly prohibits camping, overnight stays, alcohol consumption, bonfires and barbecues, waste abandonment, disturbing noise, and access to restricted areas or dam facilities, among other behaviors incompatible with the safety and conservation of the space.
Fishing for recreational and non-profit purposes is permitted, provided it adheres to safety, environmental protection, and coexistence conditions, as well as the licenses and authorizations established by competent regulations.
The ordinance's development involved a prior public consultation process and the request for reports from municipal departments. A sanctioning regime is established, with fines ranging from 150 to 3,000 euros, depending on the severity of the offense.
Following initial approval, a 30-day public information period will open for claims and suggestions. The City Council aims to ensure Parquelagos remains a space for residents' enjoyment with clear rules to protect the environment, preserve municipal hydraulic infrastructure, and guarantee the rest and safety of those living in the area.
