Colmenar Viejo: Mandate Review with 180 Million Euros in Investment

The Colmenar Viejo City Council has presented a management review for the 2023-2027 term, highlighting an agreement with the Community of Madrid that will mobilize over 180 million euros for essential infrastructure.

Mayor Carlos Blázquez Rodríguez and his government team have released a detailed management review of the past three years, describing the term as a period of stability, investment, and modernization for the municipality. Actions span various areas, including urban works, new digital services, and improvements in security, employment, culture, and the environment.
The most significant milestone is the signing of a General Protocol of Action with the Community of Madrid, which will facilitate the construction of key infrastructure such as a school, a high school, a health center, a nursing home, and a fire station, with an investment exceeding 180 million euros. The mayor emphasized that this agreement "consolidates a joint working method that is yielding results and will now allow us to advance more agilely." Additionally, an agreement has been reached with the Northwest Waste Association, projected to save nearly 70 million euros.
Within municipal administration, the organizational structure has been modernized with the addition of 165 new employees and a revised Job Position Schedule. An office for processing DNI, passport, and NIE has been opened in collaboration with the National Police. The Treasury Department is implementing a "Zero-Based" budget, has updated tax ordinances and payment systems, and launched the new digital Tax Office. The Digitalization Department has migrated the municipal website, launched the Open Government portal and the eAgora app, and automated the video recording of council meetings.
In urban planning, progress is being made on the new General Urban Planning Plan, and works have begun on commercial parks and housing developments under the Plan Vive. Security has been enhanced with new tablets and devices for the Local Police, "Red-Light" cameras, and the upcoming addition of new officers. Civil Protection has distributed identification and location devices for seniors, and the emergency service now has a new ambulance.
The Quality and City Maintenance Department has completed improvement works on numerous streets and expanded the Santa Ana Cemetery. Currently, renovation projects are underway for the Basilica of the Assumption, Parque del Oeste, and the area around the "Sur" Health Center, along with the construction of a cycle lane and a pedestrian promenade. In environmental matters, the "Alcalde Cosme Jerez" Park has been renovated, a municipal tree inventory published, and a mobile waste collection point launched.
In economy and employment, the Entrepreneurs' Office with the PAE Point has been established, the "Todo está en Colmenar Viejo" web directory created, and innovation grants announced. The Employment Department has expanded training programs and organized job fairs. In culture, libraries, the "Pablo Neruda" Cultural Center, and the "Villa de Colmenar Viejo" Auditorium have been enhanced, alongside efforts to digitize the Museum and promote events like the Medieval Market.
The Festivals Department has bolstered traditional celebrations and improved offerings for the Patron Saint's Festivities, consolidating the Carnivals. Social services have enhanced cultural programming for seniors, including psychological support and center improvements. Youth services have celebrated anniversaries and consolidated festivals, while Social Policy has promoted a volunteer network and agreements with entities like Cruz Roja. Health services have organized health days and responsible pet ownership campaigns.
In education, the construction of a new primary and secondary school and a high school is planned, with expanded services at the nursery. The Equality Department has approved municipal plans against gender violence and for equal opportunities. Sports has organized numerous events and renovated facilities, taking steps towards a future sports city. Mayor Carlos Blázquez concluded with a call for continuity, aiming for a Colmenar Viejo that is "attractive to families, kind to our elders, a generator of opportunities, and respectful of its traditions."
