The Minister of the Interior, Fernando Grande-Marlaska, presided over a meeting at the Coordination Center (CECOR), located at the Galería de las Colecciones Reales, to oversee the security operation. The summit brings together more than forty high-level state representatives, delegations, and leaders from international organizations in the capital.
The operation, aimed at protecting over 2,000 participants, summit venues, and key urban points, includes 1,800 National Police officers, 650 from the Civil Guard, and 800 from the Municipal Police of Madrid. Resources from the Ministry of Defence also participate.
Grande-Marlaska predicted the "operational success" of the deployment, emphasizing that it "will reinforce the benchmark position of Spain's Security Forces and Corps in the international arena".
The CECOR will facilitate information exchange for continuous monitoring and immediate incident resolution. The planning covers main venues, delegation accommodations, movements, and parallel events.
Overall coordination is governed by the Special Security Plan approved by Instruction 10/2026 from the Secretary of State for Security, Aina Calvo. The critical phase began this Wednesday and will last until the summit concludes.
