Opposition Walks Out of Drug Commission in Madrid Assembly Over PP's Report

Opposition groups, Más Madrid, PSOE, and Vox, walked out of the Study Commission on the impact of drugs in the Madrid Assembly, alleging that the Popular Party registered its report after the established deadline, sparking a significant parliamentary controversy.

The commission session, held on Wednesday, April 7, was marked by the PP's unilateral approval of its report, after the three opposition parties challenged the meeting and left the room. They claimed a violation of their parliamentary rights, as the Popular Party's text, according to them, was submitted after the agreed-upon deadline.
The controversy escalated with a second incident: the leak to a media outlet of Whatsapp conversations from the working group, which was used to coordinate the commission's activities. This added tension to an already heated atmosphere.

Parliamentary deadlines are not mere temporal references, but a guarantee to avoid arbitrariness in procedures.

According to the opposition, the commission's president, Ismael Sirio of the PP, had set April 6 at 2:00 PM as the deadline for registering reports. However, the PP submitted its proposal on Tuesday, April 7, at 9:01 AM, nineteen hours after the deadline. Más Madrid, PSOE, and Vox maintained that the inclusion of this text on the agenda required unanimity, which was not achieved.
Parliamentary sources offered a different interpretation, noting that, beyond the general 24-hour period for distributing documentation, there is no commission record establishing a different deadline for proposals. With this argument, Sirio justified the inclusion of the PP's report, citing Article 111 of the Assembly's Regulations.
The session began at 10:00 AM. After the opposition's departure, the PP defended and approved its report with its sole votes, sending it to the Assembly's Plenary. Más Madrid has requested the Chamber's president, Enrique Ossorio, to annul the inclusion of the popular report on the agenda.
For its part, Vox reported that all messages from the “Mesa Impacto Drogas” Whatsapp group were deleted, leaving only those from April 7, despite this channel being the official means of communication. The leak of these conversations created a new conflict, with PP deputy Rafael Núñez accusing the left of disseminating the content for political purposes, while Juanjo Marcano of the PSOE regretted the diversion of the debate.
