Furthermore, the Contentious-Administrative Chamber stated that the suspension does not significantly harm the public interest, as delaying the measure does not undermine its ultimate purpose. The court also noted that a pending competence conflict before the Constitutional Court supports the decision to maintain the status quo of the building.
