The National Court has issued a provisional suspension of the declaration designating the Madrid Regional Government headquarters at Puerta del Sol as a Democratic Memory Site.

The ruling follows an appeal filed by the Community of Madrid, which argued that the designation could cause irreversible harm to the institution's public image. The court determined that, given the conflicting interests involved, it is appropriate to halt the implementation of the measure until the main legal proceedings are concluded.
The judicial order highlights that the declaration, issued by the Secretary of State for Democratic Memory on October 20, 2025, involves installing plaques and integrating the site into international circuits. Judges noted that these actions could disrupt the administrative functions currently carried out within the presidential building.
Furthermore, the Contentious-Administrative Chamber stated that the suspension does not significantly harm the public interest, as delaying the measure does not undermine its ultimate purpose. The court also noted that a pending competence conflict before the Constitutional Court supports the decision to maintain the status quo of the building.
