On July 23rd, the creation of the Collaborative Urban Entity for Coordination (EUCC) was formalized through a public deed. This body is tasked with overseeing and unifying the works and infrastructure affecting the four sectors of the Madrid Nuevo Norte project. Its president, Miguel Hernández, has described this as 'the decisive step' for the orderly progress of such a large-scale undertaking.
Madrid Nuevo Norte is conceived as four independent urban areas, but key infrastructure such as streets and sanitation networks cross multiple sectors. The EUCC will act as a bridge between these sectors to ensure that common works are carried out under shared technical and economic criteria.
This figure, foreseen in the modification of the General Plan and the Land Law of the Community of Madrid, culminates a process that began with the initial approval of its statutes in October 2025 and their final approval in March 2026.
The new entity will coordinate, among other things, mobility networks and actions related to the extension of Agustín de Foxá street, as well as service networks, pipelines, sanitation, and connection structures like bridges and tunnels. It can also intervene in works within a specific sector if they are necessary for the coherence of the whole.
The EUCC is composed of the project's four areas: APE 08.21 Las Tablas Oeste, APE 08.20 Malmea-San Roque-Tres Olivos, APR 05.31 Centro de Negocios Chamartín, and APR 05.10 Estación de Chamartín.
During the constituent assembly, the leaders were elected: Miguel Hernández (Centro de Negocios Chamartín) as president, Fidel Sáenz de Ormijana (Estación de Chamartín) as vice-president, and Paloma García Romero, delegate of the Area of Works and Equipment of the Madrid City Council, as the municipal representative.

The process still requires approval from the Madrid City Council and registration in the Registry of Collaborative Urban Entities of the Community of Madrid for the EUCC to acquire its own legal personality.
This organization provides Madrid Nuevo Norte with a unified management model for its infrastructure, ensuring a comprehensive vision and a stable framework for planning and financing the works that will transform the north of the city.
