Hefty Fines for Noise at Metropolitano Concerts

The Riyadh Air Metropolitano stadium has been financially sanctioned after exceeding permitted noise levels during concerts by AC/DC and Imagine Dragons, and a sporting event.

The Las Musas-Las Rosas Neighborhood Association has received information from the Ombudsman regarding financial penalties imposed on events held at the Riyadh Air Metropolitano stadium for exceeding authorized noise limits. The largest fine, amounting to 80,800.80 euros, is for the AC/DC performance on July 16, 2025, where sound levels were detected between 5 and 10 decibels above the permitted nighttime limits, classifying it as a very serious infraction.
The report details that the AC/DC infraction was categorized as very serious due to exceeding authorized acoustic levels by more than 7 decibels at night and over 10 decibels during daytime and evening hours. Meanwhile, the concert by Imagine Dragons, held on June 28, 2025, resulted in a 500 euro fine for a minor infraction, after registering an excess of 4 decibels during nighttime hours.
Additionally, the sporting event Torneo Fútbol Base Internacional Madcup, which took place on June 23, 2025, also incurred a fine of 180 euros for a minor infraction, after a 4-decibel exceedance of the daytime limit was confirmed.
Throughout 2025, the Municipal Police issued a total of 29 acoustic measurement reports for concerts at the stadium. Of these, 14 complied with the limits, four detected non-compliance, and the rest had formal defects. The Madrid City Council has implemented measures such as installing 408 sound-absorbing panels and continuously monitoring noise levels, with a commitment to concluding concerts before midnight, with exceptions for Fridays, Saturdays, and eves of holidays.
The Ombudsman's involvement began after a neighborhood complaint regarding the "very high environmental impact" since the stadium's opening in 2017. Residents report issues with noise, mobility, and parking. The situation has resurfaced with Bad Bunny's concerts. However, the Ombudsman will not pursue further action as the matters are already under investigation by the Provincial Prosecutor's Office of Madrid.
The Las Musas-Las Rosas Neighborhood Association maintains that the stadium "lacks a specific license for non-sporting events" and is confident that the Prosecutor's Office will establish a regulatory framework to balance large-scale shows with residents' right to rest.
