The initiative, registered as a Non-Binding Proposal (PNL), calls for increasing «public aquatic infrastructure» and applying criteria of «territorial rebalancing and climate vulnerability» in the construction of new facilities.
The construction of new pools would be prioritized in Madrid districts most affected by the «heat island» effect, with lower household incomes and housing with poorer thermal insulation.
If building new pools is not logistically feasible, Más Madrid suggests implementing alternatives such as «water parks and play areas» to offer cooling and thermal relief spaces.
The proposal also includes improving shaded areas in existing public pools, promoting the use of vegetation and resorting to awnings or pergolas if necessary.
Más Madrid points out that Madrid has approximately 14,800 outdoor pools, of which only 25 are municipally owned. According to their data, the proportion is one public pool for every 145,000 inhabitants, one of the lowest among major Spanish cities.
The party criticizes that the daily tickets available allow access to these facilities for only 1.5% of Madrid's population.
