Madrid to tender the third phase of the Suma Vivienda Plan before year-end

The City Council promotes public-private collaboration to expand the supply of affordable rental housing in the capital.

The Madrid City Council has confirmed that the third phase of the Suma Vivienda Plan, a municipal public-private partnership initiative, will be tendered before the end of the current year.

This program, managed by the Municipal Housing and Land Company (EMVS Madrid), aims to increase the supply of affordable rental housing in the city. To date, the first two stages of the project have planned a total of 2,200 homes, consolidating a model that maintains public land ownership through long-term surface rights.
During a meeting at IFEMA Madrid, it was highlighted that the current model aligns with European guidelines to accelerate residential construction. Strategies applied include the industrialization of construction processes and the reduction of execution times, which optimizes costs and lowers financial risks associated with the projects.
In addition to the new tender, the council is working on updating the EMVS Madrid regulations. The goal is to expand promotions aimed at middle-income earners, a sector that has shown high demand in municipal calls, and to incorporate new housing access methods, such as rent-to-own schemes.
