Madrid regional government launches 2026-2028 Primary Care Strategic Plan

The program aims to modernize healthcare through eight strategic lines focused on innovation and patient-centered care.

The regional government has unveiled the 2026-2028 Primary Care Strategic Plan, a roadmap designed to transform the healthcare model across Community of Madrid health centers.

The initiative, known as PLANEAp, aims to adapt primary care to current social and technological challenges. The project is built upon eight strategic pillars, including the modernization of healthcare infrastructure, technological innovation, and professional development for Sermas staff.
During the official presentation, officials emphasized the need to address issues such as an aging population, chronic conditions, and increasing clinical complexity. The plan seeks to improve organizational flexibility and strengthen transparency in communications with patients and stakeholders.
The regional network currently includes over 265 health centers and 163 local clinics. The workforce, which has grown by 4% over the past three years, manages more than 51 million consultations annually across the region.
