This initiative, announced by the FRAVM in a statement, is part of their demands for the upcoming reform of the Land Law. Neighborhood associations argue that the increase in stores selling alcohol throughout the night, often disguised as convenience stores, is causing significant problems for community coexistence.

The FRAVM points out that these establishments exploit a legal loophole that allows them to circumvent the restrictions of the Anti-Botellón Law, unlike other food distribution businesses. This situation, according to the federation, creates unfair competition with the hospitality and nightlife sector, which is subject to stricter regulations regarding opening hours, safety, and soundproofing.
The specific proposal from the FRAVM is to introduce a provision in the Land Law that prevents the retail sale, supply, or distribution of alcoholic beverages in any type of establishment not authorized for on-site consumption, as well as street vending or distance sales, when conducted during nighttime hours, defined as between 10:00 PM and 8:00 AM the following day.
In addition to alcohol regulation, the FRAVM has requested changes to other sections of the Draft Law for the Promotion and Balanced Development of the Region (LIDER), the new land law for the Community of Madrid. Among these requests is the explicit prohibition of activities involving open flames, pyrotechnic devices, or candles in enclosed areas accessible to the public in establishments, except in kitchens or authorized industrial facilities that comply with fire prevention regulations.
This latter demand arises from tragic incidents, such as the fire in a restaurant in Manuel Becerra roundabout that killed three people, caused by the use of flares or flambéing near diners. The FRAVM also advocates for greater control and inter-administrative coordination in event planning, proposing the creation of an Autonomous Commission for the Coordination of Extraordinary Events.
